What is cable franchising in the City of Enumclaw?

Under federal law, "franchising authorities" (in Washington State, these are cities and counties) can require cable television companies to negotiate a franchise (in other words, a contract) to provide cable TV service within a municipality. The city's Media Services division negotiates, monitors, and enforces the rules set forth in the franchise. The city collects a franchise fee of 5% of gross revenues from the Comcast for their use of the city's rights-of-way. Approximately $130,000 in franchise fees for around 3,000 subscribers was collected in 2009 and deposited into the city's General Fund.
