Harkness Annexation
The Harkness
Annexation area is located along the western and northern portions of
the city boundary. The area is being annexed using the 60% Petition
Method.
Process to Date
The proponent submitted the necessary property owner signatures representing 60% of the assessed value on October 16, 2009. The Annexation petition was subsequently certified by the King County Department of Assessments and found to be sufficient under the provisions of the Revised Code of Washington, Section 35A.01.040.
Area Information
The City Council for the City of Enumclaw did hold a public hearing on the "Harkness Annexation" regarding the 60% Petition on March 22, 2010 and it was continued on April 12, 2010 as part of a regular City Council meeting at 7:30 p.m. Council meetings are held at the City Hall Council Chambers located at 1339 Griffin Ave.
Open House
An Open House was conducted on April 7, 2010 from 6 - 8 p.m. at the Enumclaw Public Library where affected property owners and interested parties were given the opportunity to seek answers from city staff and elected officials.
Resolution
On April 12, 2010, Enumclaw City Council passed Resolution 1376 - A resolution of the City of Enumclaw, King County, Washington accepting the 60% Annexation Petition for a certain unincorporated territory known as the Harkness Annexation, expressing the intent to annex, and providing for submission of a notice of intent to the King County Boundary Review Board. The full text of the Resolution is available through the City of Enumclaw Administration office at City Hall. Effective date is 5 days after publication.
Ordinance
On August 23, 2010, Enumclaw City Council passed Ordinance 2456 - An ordinance of the City of Enumclaw, King County, Washington annexing approximately 300 acres of real property known as the Harkness Annexation, requiring that the property in the annexation area shall be assessed and taxed at the same rate and on the same basis as other property within the City of Enumclaw, adopting a proposed zoning regulation for the real property, providing for severability and establishing an effective date (Harkness Annexation, File No. 09090). The full text of the Ordinance is available through the City of Enumclaw Administration office at City Hall. Effective date is 5 days after publication.
