Enumclaw Expo Center
Market Demand, Financial and Economic Feasibility and Business Plan Study
Released
As a part of the City's Tourism
Plan, Markin Consulting was engaged by the City to conduct a
study of the market demand, financial feasibility and economic impact of
constructing and operating improved equestrian oriented facilities, as well
as possible improvements/expansion of existing facilities for non-equestrian
events and activities, at the Enumclaw Expo Center. The purpose of the study
was to identify and quantify the market support for equine and non-equine
events and activities, identify and recommend facilities needed to
successfully attract and retain the identified markets, and prepare
estimates of operating revenues, expenses and economic impacts associated
with the recommended facilities.
To complete this study, Markin researched and
compiled data on general and specific characteristics of the Enumclaw area,
conducted surveys and interviews of current and potential users and other
interested parties, assessed competitive and comparable facilities, prepared
a calendar of events, developed facility recommendations, prepared
projections of operating revenues and expenses, and prepared estimates of
the annual economic impacts related to operating the recommended facilities
and attracting events and activities to use the EEC.
The study is available
here under "Next Steps" in the City's Tourism Plan area. For more
information on the study, please contact Parks, Recreation, and Cultural
Programs Director Larry Fetter at (360) 825-3594.
4Culture
of King County's 2008 Arts Cultural Facilities Program Awards City of
Enumclaw $80,000 for Fieldhouse Improvements as an Arts Facility
Cultural Programs
Manager, Gary LaTurner, recently received word from Jim Kelly, Executive
Director of 4Culture of King County, that the City of Enumclaw has been
awarded $80,000 to assist in making the Fieldhouse at the Enumclaw Expo
Center viable as an arts facility.
The award was the result of the City's
request initiated through a grant application process for the purpose of
funding the purchase and installation of sound and lighting for the
facility. The City plans to use a combination of outside funding and the
Facilities grant for sound and lighting, and the remaining funds will be
used for the replacement of the deteriorated facility roof.
Kelly mentioned that the award is the
result of a highly competitive process. Each year 4Culture's Facilities
program panels review many worthy applications. They identify projects that
will help organizations better serve their missions: to benefit the citizens
and visitors throughout King County. Enumclaw was applauded for their
success in being part of that group.
City Supports a Successful Fair
The City of Enumclaw is pleased that King County has plans to continue
the King County Fair into the future. The Fair has been a family tradition
for generations, since its inception 145 years ago. The Fair has been a
valued part the City's tourism program, drawing
thousands of participants each year. However, the Fair has lost a
significant number of its visitors in recent years, reporting 33,119
participants last year, down from 64,821 in 2003.
King County recently announced that the 2008 Fair will focus on youth 4-H
programs and agriculture as a format to rebuild the Fair. There will be no
entrance fee or parking fee making the program available to more
participants. While the Fair will be shortened to three days, taking the
Fair back to its 4-H heritage may offer some advantages that the County can
improve upon over time.
The City of Enumclaw agreed to take over the operation of the Fair
Grounds in January 2007 to redevelop the site into an equestrian and event
center as proposed in the City's Tourism and
Economic Development Plan renaming the property the "Enumclaw
Expo Center". As part of the property transfer
between the City and King County, the City agreed to make the site available
each year for the King County Fair to operate.
The City is currently developing plans to improve all the existing
facilities and create new facilities necessary for a premier equestrian
center. The Enumclaw City Council will review a
Draft Feasibility and Business Plan for the Enumclaw Equestrian and Expo
Center at the April 28 Council meeting. Proposed new facilities include a
large indoor arena, 350 horse stalls, warm-up arenas, additional RV spaces,
retails space, and other supporting facilities.
As with any site improvement program, the City expects that there will be
program disruptions while developing the Enumclaw Equestrian and Expo
Center. Some of these disruptions were experienced this year as a result of
improvements under progress in the Horse Barn. Based in interviews with the
equine community that the old horse stalls were unsafe, the City has removed
the old fixed stalls and has plans install new, high quality modular stalls
suitable to attract large equestrian events. The County has made alternate
arrangements for horse stalls for the 2008 Fair.
The City is pleased that Peak Gymnastics has become a long-term tenant of
the Enumclaw Expo Center and has remodeled the Activity Hall into a first-rate,
year-round gymnastics facility. This arrangement
is important for the City to meets its financial goals for the property and
create year-round community uses. Peak Gymnastics has agreed to make the
building available for other large events that require the Activity Hall to
support their needs.
The City has plans to retain the long-standing events including the
Highland Scottish Games, OKC Show, Poulsbo RV Show, and others. These events
are highly valued to the City's tourism plans and
will be incorporated into the new facility planning. The City has attracted
many new uses to the Expo Center and posts an
Event Calendar here online.
