Enumclaw Tourism Plan

Overview & Process to Date

The Enumclaw City Council, in the 2005 budget, authorized funding for a Tourism Plan for the City, as such a plan is a significant part of economic development for Enumclaw.  Destination Development was selected as the consultant to develop the plan, and interviewed City officials, business/building owners, interest groups, and residents to determine recommendations for a plan.  Several public meetings and hearings occurred to present impressions, recommendations, a draft plan, and to get feedback from the public.  Videotape copies of all the meetings are available for checkout at the Enumclaw Public Library, or you can purchase a copy through ECTV at (360) 802-0237. 

A summary of the plan's recommendations, grouped in three areas:

BRAND DEVELOPMENT

#1: Adopt an equestrian theme/brand
#2: Develop a matching fund program for farm rail fencing
#3: Adopt a new brand identity
#4: Downtown name - a destination point
#5: Develop and implement a decorative wayfinding signage system
#6: Develop equestrian-oriented gateways
#7: Downtown: retail or commercial?

PRODUCT DEVELOPMENT


#8: Merchant-driven signage, beautification, display program
#9: Develop easements for riding trails
#10: State Route 410 beautification enhancements
#11: Redevelop the King County Fairgrounds (now the Enumclaw Expo Center)
#12: Have a feasibility study/business plan development prepared
#13: Recruit key businesses to Enumclaw
#14: Create an annually updated Community Profile
#15: Create an Opportunities business recruitment piece
#16: Develop a trolley event-transportation program or opportunity
#17: Move forward with the Mt. Rainier Visitor/Welcome Center
#18: Develop eight visitor information kiosks

MARKETING

#19: Develop and promote a single identity
#20: Create an Activities Guide
#21: Develop a Style Guide
#22: Design and print a full-color branding poster
#23: Redevelop the chamber website
#24: Recruit outside events to Enumclaw
#25: Develop a press kit and implement a PR program

Next Steps

  • The Enumclaw City Council adopted the plan in April 2006, dependent on a market assessment and a business plan for the possible redevelopment of the Expo Center. 
  • The City and King County announced an agreement in 2006 for the transfer of the King County Fairgrounds to the City, along with four other parcels and $2 million of county funds for capital and operating expenses.  The City took over operations at the renamed Enumclaw Expo Center in 2007, and the Parks, Recreation, and Cultural Programs offices are now located at the Expo Center.
  • Hebert Research/Equestrian Services was hired to complete a first-phase market assessment for the Expo Center in early 2007, and the report is available in Adobe Acrobat format by following this link (1mb pdf).
  • Markin Consulting was engaged by the City to conduct a study of the market demand, financial feasibility and economic impact of constructing and operating improved equestrian oriented facilities, as well as possible improvements/expansion of existing facilities for non-equestrian events and activities, at the Expo Center. The purpose of the study was to identify and quantify the market support for equine and non-equine events and activities, identify and recommend facilities needed to successfully attract and retain the identified markets, and prepare estimates of operating revenues, expenses and economic impacts associated with the recommended facilities.  The report, released in April 2008, is available in Acrobat format by following this link.   • The City is in the process of creating a detailed Enumclaw Branding PlanThe City desires to develop a community branding to advance several goals established in this Tourism Plan.
  • The City has issued a RFQ (Request for Qualifications) for Enumclaw Equestrian and Event Center Site Master Plan along with a Golf Course Site Plan, due by July 11.
